I'm thinking of doing a Winter Tour (12 or 16 days) in February and not sure if it's the right thing to do?

Has anyone done a Winter tour? How bad was the weather and did it rain alot? were you still able to go out and enjoy the sites or was it too cold?

I have been to Ny in November when it has been raining and it ruined my trip as we couldnt go outside and enjoy the sites and don't want my Europe trip to be the same rugged up with not much to do.

I did a Dec/jan tour last year i enjoyed myself, it rained a couple of day but it was mostly just drizzle, and umberella worked just fine.
